Homeless (HUD definition): Individuals or families who lack fixed, regular, and adequate nighttime residence; has a primary nighttime residence that is not meant for human habitation; is living in a publicly or privately operated shelter designated to provide temporary living arrangements; is exiting an institution where they have resided for 90 days or less and who resides in emergency shelter or place meant for human habitation immediately before entering that institution; at imminent risk of homelessness, homeless under other Federal statutes, or fleeing/attempting to flee domestic violence.
